HOUSE BILL NO. 207 by the House Rules Committee by request of                                                                   
the Governor, entitled:                                                                                                         
                                                                                                                                
    "An Act making appropriations, including capital appropriations,                                                            
    supplemental appropriations, reappropriations, and other                                                                    
    appropriations; making appropriations to capitalize funds; and                                                              
    providing for an effective date."                                                                                           
                                                                                                                                
was read the first time and referred to the Finance Committee.                                                                  
                                                                                                                                
The Governor's transmittal letter dated January 17 follows:                                                                     
                                                                                                                                
"Dear Speaker Edgmon:                                                                                                           
                                                                                                                                
Under the authority of Article III, Section 18, of the Alaska                                                                   
Constitution, I am transmitting a bill relating to the State's capital                                                          
budget for Fiscal Year (FY) 2021.                                                                                               
                                                                                                                                
This budget utilizes $135.6 million in Unrestricted General Funds                                                               
(UGF), $75.5 million in Designated General Funds (DGF), and $52.7                                                               
million in Other State Funds to leverage $1.1 billion in Federal Funds.                                                         
                                                                                                                                
The FY 2021 proposed capital budget makes important investments in                                                              
projects that generate economic activity for our State, provides                                                                
matching funds for federal transportation, water and sewer programs,                                                            
and funds deferred maintenance programs for aging State assets. The                                                             
FY 2021 capital budget also supports housing and energy efficiency                                                              
programs to assist Alaska families, and proposes important resources                                                            
for the men and women of law enforcement to fulfill their duty to keep
